How Vesi Yoga is formed
Any planet other than the Moon (and excluding Rahu/Ketu) occupies the 2nd house counted from the Sun. The effect depends entirely on which planet — benefics (Jupiter, Venus, Mercury) give pleasant Vesi; malefics (Mars, Saturn) give harsh Vesi.
Effects when Vesi Yoga is present

Classical doctrine separates the Sun-Moon dynamic into its own yogas (Sunapha, Anapha, Durdhura from the Moon) so the same planet would otherwise double-count.
